1.
Proposad Regulatory Guide 1.108, " PERIODIC TESTING OF DIESEL GENERATORS USED AS ONSITE ELECTRIC POWER SYSTEMS AT NUCLEAR POWER PLANTS", and recomended approval subject to the following coments:
a.
The guide should indicate that any situation tha't occurs during manual cranking and venting which would have re-sulted in a failure of the diesel generator unit during a test or in response to a bonafide signal should be considered to be a failure of a valid test.

The guide should indicate that when the plant goes on a three-day test interval, the NRC will be notified.

The Comittee characterized this guide as Cateaory 2 c.
i Further staff consideration of individual cases required ~

in order to determine the need for backfitting - with the observation that the backfit considerations outlined in of the value/ impact accessment accompanying this guide represent an acceptable approach except that all provisions of the guide should be included in these considerations.

Proposed Revision 1 to Regulatory Guide 2.3, " QUALITY VERIFICATION FOR PLATE-TYPE URANIUM-ALUMINUM FUEL ELEMENTS FOR USE IN RESEARCH REACTORS", and recomended approval. The Comittee characterized this guide as Category 1 No backfit. --
3.
AMENDMENT TO 10 CFR PART 50 TO REQUIRED PERIODIC UPDATING OF FSAR'S, and concurred in the proposed policy paper, Working Paper V, April 14, 1976 concerning this amendment. The Comittee recomended that the discussion in the paper point out that in order to avoid duplicative reporting, information that is included in the updated FSAR may be referenced in other reports required by the regulations to be submitted to the Comission.

Proposed Regulatory Guide 1.XM, "FLOCR DESIGN RESPONSE SPECTRA DEVELOPMENT FOR SEISMIC DESIGN OF FLOOR SUPPORTED EQUIPMENT OR COMPONENTS", and recomended approval subject to the following coment:
a.
The Implementation Section should indicate that the pro-visions of this guide reflect current practice.
The Comittee characterized this guide as Category 1 - No backfit.
