n The Comittee reviewed:
1.
Proposed Regulatory Guide 1.120 " FIRE PIOTECTIQ4 GUIDELINES FOR NUCLEAR POWER PIMTS", dated April 15, 1977, and recommended approval sucject to the following coment:
a.
The guice should make clear that the stairwells to oe protected include those necessary to be utilizec in oroer to shut down tne plant and to maintain it in a safe shutdown condition.
The Comittee notea tne extensive effort involved in this revision and comended the staff for both the promptness and the quality of its review.
Tne Comittee characterized this guide as_Gategory 1 - No _
cackfit, recognizing that the staff is utilizing Appenoix A to Branch Tecnnical Position 9.5-1 for fire protection on operating plants and applications now in review.
2.
Request for RRRC Review of Regulatory Gaide, " SITE IhVr.'.STIGATIO45 EOR EDUNDATIONS OF NUCLEAR FACILITIES," Working Paper dated April 1977, and recommended approval suoject to the following comments:
a.
In the preamble to the Regulatory Position, the first sentence should read, "The application of the investiation activities descrioed herein should not necessarily be considered as satisfying all the staff's requirements."

The-Inplementation Section should delete any reference to operating license applications and should be limited to construction permit applications and any post-CP investigations initiated after the effective date of this guide.
c.
Tne Office of Standaros Development should modify the title of this guide to more clearly reflect its content.
'Ihe Comittee characterized this guide as Category 1 - No cackfit.

Tne Comittee took special note of the excellent Value-Inpact Assessment accompanying this guide.
3.
Proposed Revision 1 to Regulatory Guide 1.97, " INSTRUMENTATION FOR LIGHT WATER C00IED NUCLEAR POWER PIMfS 'IO ASSESS PIMT CONDITIONS DURING AND FOLIDWING AN ACCIDENT" dated April 4,1977, and recommended approval subject to the following coments:
a.
The last paragraph in Section C4 of the Regulatory position (top of page 1.97-7 of the proposed revision) should oe deleted and the note of the earlier version should be restored which did not impose seismic qualifications on components located in non-seismic Category I buildings. However, tne discussion section should emphasize that instrumentation mounts in such non-seismic Category I structures should De adequate for the service intended.
b.
Section C.9 of the guide should be amended to indicate that where the required range of accident-monitoring instrumentation results in a loss of instrumentation sensitivity in the nortral operating range, separate instruments should be used.
