SUMMARY

OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 70, DECEMBER 20, 1977 The Comittee reviewed:

1.

Regulatory Guide, " ATMOSPHERIC DISPERSION MODELS FOR POTENTIAL ACCIDENT CONSEQUENCE ASSESSMENTS AT NUCLEAR POWER PLANTS" (Draf t dated 9/13/77),

dated September 28, 1977, and memo dated October 18, 1977, and af ter considerable discussion returned it to the staff for consideration of Comittee comments and resubmitto!-

2.

Proposed Revision 1 to Regulatory Guide 1.117, " TORNADO DESIGN CLASSIFI-CATION", dated October 3,1977, and recommended approval subject to the following coments:

a.

Clarification should be made in the Discussion (Section B) that equipment used to provide long-term emergency core cooling should be both redundant and protected, b.

The use of the phrase "well within" in connection with offsite doses and 10 CFR Part 100 should be eliminated and replaced with the numerical guidance indicated in the footnote on page 4 of the proposed revision.

The Committee characterized this guide as Category 2 - Further staff consideration of individual cases required in order to detennine the need for backfitting.

3.

Petition for Rule Making PRM 50-17 "N0 SIGNIFICANT HAZARDS CONSIDERATION",

dated October 20, 1977, and concurred in the content of the proposed Comission staff paper and the notice of proposed rule making (Enclosure A to the staff paper).
