MEMORANDtJM FOR: Lee V. Gossick, Executive Director for Operations FROM E. G. Case, Chairman, Regulatory Requirements Review Committee SUBJECT SUtHARY OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 78, SEPTEMBER 1, 1978 The Comittee reviewed:
1.
Proposed Branch Technical Position, " STEAM BYPASS FOR MARK II CONTAINMENTS" dated March 22, 1978, and recommended approval, noting that while not explicitly stated in the documentation presented, the staff confirmed that the reliability and availability of other associated safety-related systems will not be degraded as a result of implementing this proposal.
The Comittee agreed with the recommendation that this proposed BTP be applied in the' review of all applications for operating licenses for plants utilizing the Mark Il containment design.
The Comittee requested that the additional value/ impact information presented by the staff at the meeting be documented and appended to the information distributed with the agenda package.

Proposed R.G. 2.XX, " EMERGENCY PLANNING FOR RESEARCH REACTORS" dated March 7,1978, and recomended approv.>,1.
The Committee characterized this proposed guide as Category I - No backfit, noting that the provisions of this guide should be used in the review of applications for renewal of licenses as well as in the review of applications for new facilities.

Proposed Rev. I to R.G.1.9 " SELECTION, DESIGN, AND QUALIFICATION FOR DIESEL-GENERATOR UNITS USED AS ONSITE ELECTRIC POWER SYSTEMS AT NUCLEAR POWER PLANTS, dated April 13, 1978, and recommended approval. The Comittee concurred with the revised implementation section (dated May 18, 1978) distributed at the meeting and characterized this proposed revision as Category I -No backfit.
The first item on the agenda (ATWS) was deferred to a later meeting.
