The Comittee approved proposed Revision 1 of Regulatory Guide 1.26, QUALITY GROUP CLASSIFICATIONS Ai!D STAfiDARDS FOR WATER, STEA t,
AND RADI0 ACTIVE WASTE-CONTAINIllG COMPONENTS OF HUCLEAR POWER PLAllTS subject to the following comments:
a.
The itemized impact-assesswat cover sheet submitted with this proposed guide is considered to be an excellent uay to expedite Comittee consideration and focus attention on the significant issues.
Its preparation and content are commended and future submittals to the Comittee should follow this procedure whenever possible.
b.
The effective date should include the words " construction permit application docketed by".
c.
For Item 7 of the impact list, the appropriate Industrial Code Committee should be informed of our intent through the AEC representative, and the reaction reported back to this Ccmmittee before the guide is publicly released.
It may be that incorporation of this potential ratchet can be accomodated in the industrial code.
d.
Footnote 6 on Table I should refer only to Section 50.55a for applicable ASME Code addenda.
e.
Prior to public release, this proposed revision should be reviewed in conjunction with the proposed Regulation Guide 1.XX, DESIGil GUIDA!!CE FOR RADIOACTIVE WASTE MAI AGEMENT SYSTE!iS IllSTALLED It!
LIGHT-WATER-COOLED flVCLEAR POWER REACTOR PLANTS, to assure that both are consistent.

The Committee reviewed proposed Working Paper: STANDARD TECHilICAL SPECIFICATI0t!S FOR PRIIMRY C00LAfiT ACTIVITY and recommended approval subject to the following:

a.
The actions to be required in the proposed specifications should be limited to reporting requirements, with language to be included that requires an imediate report to the AEC along with the action to be taken by the licensee.
b.
The bases should be expanded to include discussions of fuel failure thresholds, plant maintenance, part 100 limitations, and utilization of limits for shielding design for operational exposures.
3.
The Comittee reviewed an article in Nuclear News, A P.ATURING INDUSTRY RISES TO A CHALLENGE, with responses to this article from E. G. Case and John D. Peters. The consensus.of the Comittee is that the conclusions of Mr. John D. Peters regarding the Nuclear News article as expressed in the last paragraph of his memo, sum up the feeling of the Comittee with, however, the additional coment that the industry charts attached to the Peters' coments are highly self-serving and can be made to " prove" whatever viewpoint is desired.
