SUMMARY

OF REGULATORY REQUIREMEllTS REVIEW COMMITTEE MEETIfiG fi0. 7 JULY 3, 1974 1.

The Committee discussed the matters described in the Working.

Paper: SEISMIC DESIGil BASES FOR CURRE:lT CP APPLICATI0flS and ha,d the following comments:

a.

Staff positions and evaluations should take into account the recent work by the U. S. Geologic Survey in maoping of seismic provinces for eastern areas'of the continental U. S.

b.

The seismic structural design bases for plants should include consideration of soil amplification or damping properties.

c.

Reconsideration of the 10 CFR Part 100 Appendix A requirement of 1/2 SSE as the minimum operational basis earthquake is appropriate in view of recent changes in structure and equi,nmant damping fae+are far tha (;F and nnF d.

The preliminary site suitability examinations in advance of CP applications planned to be conducted by the staff should help in alerting prospective applicants and the Regulatory staff to potential seismic-and other site-related problems.

e.

For the individual applications involved, additional discussions with the applicants are recommended in further attempts to achieve mutual agreement on the seismic design criteria for structures, systems and components important to safety.

The Comittee reviewed the Working Paper: Draft Regulation Guide 1.XX, DESIGli GUIDAtlCE FOR RADI0 ACTIVE WASTE MAllAGEMEllT SYSTEMS IllSTALLED IN LIGHT-WATER-COOLED tiUCLEAR POWER REACTOR PLANTS and reccmmended approval subject to the following comments:

a.

Many of the provisions of this proposed guide have been previously discussed with appropriate industrial code comittees. Although some resistance has been encountered in incorporating these requirements into the industrial e

For some reasonable period of time, the proposed guide should not be issued but established as a Branch position for those applications immediately affected, from which.the individual applicants may appeal through the, normal appeal process.
