SUMMARY
OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 71, JANUARY 31, 1978 The Comittee reviewed:
1.
Draft Effective Rule $50.44, " STANDARDS FOR COMBUSTIBLE GAS CONTROL SYSTEMS", and Amendment to General Design Criteria 50 of Appendix A to 10 CFR Part 50, " CONTAINMENT DESIGN BASIS", and Revision 2 of R.G.1.7, " CONTROL OF COMBUSTIBLE GAS CONCENTRATIONS IN CONTAINMENT FOLLOWING A LOSS-0F-COOLANT ACCIDENT", dated October 14,1977, and recomended approval.
The Comittee chara'cterized proposed Revision 2 of Regulatory Guide 1.7 as Category 1 - No backfit.

Branch Technical Position D0R-1, " GUIDANCE FOR RELOAD SUBMITTALS", dated October 28, 1977, and recommended approval.
3.
Position for Review and Acceptance of " SPENT FUEL STORAGE AND HANDLING APPLICATIONS", dated November 11, 1977, and recommended approval.
The Committee noted that this proposed position is intended for use in the review of applications for increasing spent fuel storage capacity at operating reactors and does not conflict with the intent of existing Standard Review Plans and Regulatory Guides governing spent fuel storage provisions for CP and OL applications. The Committee further noted that consideration should be given whether additional guidance concerning the mix of stored fuel would be helpful.
In the context of Operating Reactor apolications for increasing spent fuel storage capacity, the Comittee characterized this guide as Category 1 - No backfit.

- The Committee characterized this guide as Category 1 - No backfit, noting that applications docketed af ter the ef fective date of the guide (approximately 8 months after publication) which reference a current PDA will be exempt from the guide provisions.

Proposed Regulatory Guide 1.XXX, "CONTAINME'IT ISOLATION PROVISIONS FOR FLUID SYSTEMS", dated November 16, 1977, and recommended approval.
The Committee characterized this guide as:
Category 2 - FGrther staff consideration o ' individual cases required in order to determine the need for backfitting for:
All Operating Reactors and OL reviews.
All CP and PDA reviews for which round Q-2 questions have taken place as of the date of guide publication for comment.
Category 3 - Backfit required for:
All other CP and PDA applications in review.

Revised Implementation Schedule of Proposed Revision to SRP 5.4.7, Residual Heat Removal System, and recommended ap' proval. The Committee in Meeting No. 69 had recommended approval of the technical content of the proposed revision to SRP 5.4.7 but requested the staff to return after a review by the staff of the then-proposed implementation schedule. The revised implementation schedule considered by the Committee is outlined in a memorandum of January 19, 1978 from R. J. Mattson to E. G. Case, subject: Revised Implementation Schedule of Task A-31, RHR Shutdown Requirements. The details of this memorandum (which the Cannittee recommends be used by the staff for specific guidance) is generally characterized by the Committee as follows:
Category 2 - Further staff consideration of individual cases required in order to determine the need for backfitting for:
All Operating Reactors and all other plants (custom or standard) for which the issuance of the OL is expected before January 1, 1979.
Category 3 - Backfit required of certain specific provisions (as outlined in the January 19,1978 memorandum, Mattson to Case, referred to above) for:
All plants (custom or standard) for which CP or PDA applications were docketed before Januaryl,1978, and for which OL issuance is expected af ter January 1,1979.
