Proposed Regulatory Guide 2.X (RS 620-5) " QUALITY ASSURANCE PROGRAM REQUIREMENTS FOR RESEARCH REACIORS", dated February 15, 1977, and recome. vied approval subject to the following coment:
The Inplementation.3ection should indicate that for operating a.
research reactors, the provisions of this guide will apply to applicable proposed licensing actions submitted to the Comission after issuance of this guide.
'Ihe Comittee characterized this guide as Category 1 - No backfit, except as modified above.

Proposed Technical Position for RRRC Consideration on B12 Coolant Pressure Boundary Piping, dated February 22, 1977, and recomended approval of the proposed Branch Technical Position (BTP) with the following cmment:
a.
A revision to Regulatory Guide 1.44 should be prepared which incorporates the provisions of the Branch Technical Position.
'Ibe Comittee recomended that the provisions of this BTP be effective Jamediately for new construction-permit applications. For all other applications and for operating reactors, the Comittee characterized this BTP as Categopf Further staff consideration of individual cases required to determine the need for backfitting.

Proposed Revision 1 to Regulatory Guide 1.118, " PERIODIC TESTING OF ELECTRIC POWER AND PICTECTION SYSTEMS", dated Ebbruary 28, 1977, and recomended approval.
'Ihe Comittee recomended that the provisions of this proposed revision be applied to new construction permit applications docketed after the date of issuance of this revision. For all other applications and operating reactors, the Comittee characterized this guide as Category _1 - No backfit--of those provisions of the guide bey 6nd those requirements currMy' included in the Standard Technical Specifications.
Item 3 of the agenda was deferred to a later meeting.
