SUMMARY

OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 69, NOVEMBER 29, 1977 Ine Comittee reviewed:

1.

Proposed Regulatory Guide 1.ZZ. " DESIGN, TESTING, AND MAINTENANCE CRITERIA FOR NORMAL VENTILATION EXHAUST SYSTEM AIR FILTRATION AND ADSORPTION UNITS OF LIGHT WATER COOLED NUCLEAR POWER PLANTS," (Draf t dated July 1977), dated June 23, 1977, and recomended approval.

The Counittee characterized the proposed guide as Category 1 - No backt].

2.

Proposed Revision 2 to Regulatory Guide 1.52, "0ESIGN, TESTING, AND y/

MAINTENANCE CRITERIA FOR ENGINEERED-SAFETY-FEATURE ATMOSPHERE CLEANUP SYSTEM AIR FILTRATION AND ADSORPTION UNITS OF LIGHT WATER COOLED NUCLEAR POWER PLANTS,"(draf t dated July 1977), dated June 23, 1977, and recomended approval.

In an earlier meeting (No. 43, January 9,1976), the Committee characterized Revision 1 of this guide as Category 2.

This present Revision 2 is cnaracterized by the Committee as Category 1 - No backfit.

It is the intent of the Comittee tnat those actions unoerway as a result of Committee action on Revision i need not be disturbed by Revision 2, although '

Revision 2 may be used in those actions if so desired.

Reg. Guide 1.127, " INSPECTION OF WATER CONTROL STRUCTURES ASSOCIATED WITH NUCLEAR POWER PLANTS" (Proposed Rev.1, September 1977), dated Septemoer 23, 1977, and recommended approval subject to the following coments:

a.

In the introductory paragrapn under Section C, Regulatory Position, a discussion should be included concerning the role of the State in tne inspection of water control structures.

In Paragraph C.6 (page 1.127-8 of the proposed revision) the words

".. registered professional engineer..." should be replaced with

"... engineers of demonstrated qualifications..." or other such suitable wording c.

The wording to be used in the guide concerning the minimum reservoir deptn will be resolved by the Director of Standards Development and the Director of Site Safety.

Tne Committee characterized this guide as Category 3 - Backfit required.

4.

Proposed Regulatory Guide 1.28, Revision 1 (RS 707-5) " QUALITY ASSURANCE PROGRAM REQUIREMENTS (DESIGN AND CONSTRUCTION)" dated September 23, 1977, and recomended approval.

Tne Committee characterized this guide as Category 1 - No backfit.

Regulatory Guide 1.43 " CONTROL OF STAINLESS STEEL WELD CLADDING 0F LOW-ALLOY STEEL COMPONENTS" cated September 26, 1977, and after considerable discussion, referred it back'to the staff for resubmittal if additional justification as to the necessity for such a' guide can be developed.

Prcacsed Revision to Standard Review Plan 5.4.7, " RESIDUAL HEAT REMOVAL SYSTEM", dated November 8,1977, and while concurring with the technical content of the proposed revision, deferred Comnittee action pending

further discussions on implementation to be held at the next meeting.
