SUBJECT:
SU MARY OF REGULATORY REQUIREMENTS REVIEW C0tcITTEE MEETING NO. 79, OCTOBER 19, 1978 The Comittee reviewed:
1.
Draft R.G.1.XXX, "CRITERI A FOR ELECTRIC, INSTRUMENTATION & CONTROL PORTIONS OF SAFETY SYSTEMS" (SD TASK RS 609-5) dated April 11, 1978, and Supplementary Information dated July 24, 1978, and returned it to the staff for rework and resubmittal with the following comments:
a.
The recomendation for implementation should be considerably more explicit and definitive than presented. The Committee emphasized that backfit recommendations must consider and be appropriately tailored to the various classes of plants and applications (i.e. operating reactors, post CP plants, and CP and OL application in review as well as standard plant designs) and must be accompanied by supportive value/ impact
- analyses, b.
The Comittee believes the new procedures for public comment should be followed prior to the return of this draft proposed guide for Comittee review.
2.
Proposed Revision to the Standard Review Plan: Section 13.1 & 13.4
" MANAGEMENT AND TECHNICAL SUPPORT ORGANIZATION" and "0PERATIONAL REVIEW" dated May 12, 1978, and recomended approval with the following comments:
a.
The manpower estimates of paragraphs I.C and I.C.2 of the value/
impact statement should be clarified as well as the last sentence of paragraph I.C.2.
The revised value/ impact statement is to be i
included with the agenda material to be made publicly available.
b.
The implementation schedule should be included in the revision to the Standard Review Plan. The Comittee characterized this as:
Category 1 - No backfit.

The Comittee characterized this guide as:

4.
Request for Review of Proposed Branch Technical Position, ETSB 11-4, dated June 13, 1978, and recommended approval subject to the following comments:
a.
In Table 1 of the proposed BTP, the design criteria for Group A items should be clarified and the specific engineered safety features (ESF) requiring actuation should be itemized and their design criteria appropriately referenced.
b.
Consideration should be given to publishing this guidance as an Appendix to the appropriate SRP rather than as a BTP.
c.
Consistent with the Comittee characterization of this proposed BTP as:
Category 1 - No backfit, the specific implementation schedule for future applicability should be included in the position as published in the SRP.
d.
The value/ impact assessment should be strengthened as discussed, and the amended assessment furnished to the Comittee for distibution with the agenda material.
5.
Draft C, Rev.1 of R.G.1.132, " SITE INVESTIGATIONS FOR FOUNDATIONS OF NUCLEAR POWER PLANTS" dated July 18, 1978, and recommended approval.
The Comittee characterized this guide as:
Category 1 - No backfit, recognizing that the provisions of this guide will also be applicable to any new investigations performed after the effective date of the guide at sites where construction permits have already been granted.
