MAY 2 41976 Lee V. Gossick Executive Director for Operations REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 48, MAY 11, 1976 The Comittee reviewed the following items:
1.
DIVISION 5, " MATERIALS AND PLANT PROTECTION," REGULATORY GUIDES REFERENCED IN REGULATORY GUIDE 1.17, and reaffirmed its previous recommendation of approval of Regulatory Guide 1.17 which was contingent on Comittee review of these guides.
2.
REQUEST FOR RRRC REVIEW - REGULATORY GUIDE, HYDROLOGIC DESIGN CRITERIA FOR WATER CONTROL STRUCTURES CONSTRUCTED FOR NUCLEAR POWER PLANTS, WORKING PAPER DATED MARCH 24, 1976, and recommended approval subject to the following coments:
a.
The title of the proposed guide should clearly indicate its applicability to non-nuclear safety related structures.
(
b.
The first three paragraphs of Section A, Introduction should be deleted.
c.
The Implementation Section should point out that the guide will be used in evaluating Environmental Reports of applications.
d.
No recomendation is made regarding backfitting.
The Director, Division of Site Safety and Environmen,tal Analysis will review the Corps of Engineers report on water structures referred to during the meeting, and report back to the Comittee with his recomendation on backfitting for Comittee review.
3.
Proposed Regulatory Guide 1.XX " SURVEILLANCE PROGRAM FOR NEW FUEL ASSEMBLY DESIGNS", and recommended approval subject to the following coments:
l a.
In Section C, Regulatory Position, and throughout the guide, consistent wording should be used regarding surveillance and/or design verification when repeated reference to one or the other is made.

The Implementation Section should indicate that the guide is effective on the date of publication (after incorporation of public coments) and reflects current practice.
c.
Delete Section C4, Reporting, in its entirety.
d.
The wording of the guide regarding reloads should be reviewed to assure that nothing therein is inconsistent with the characterization by the Committee of this guide as Category 3 -
Backfit required for reloads present and future.
4.
Proposed Regulatory Guide 1.XX " BASES FOR PLUGGING DEGRADED STEAM GENERATOR TUBES", and recomended approval subject to the following coment:
a.
The Implementation Section should indicate that the guide is effective on date of publication (after incorporation of public coments).
The Comittee characterized the guide as Category 3 - Backfit required.
