SUbNARY OF REGULAIORY REQUIREMENTS REVIEW CObHITTEE MEETING to. 56, DECEMBER 2,1976 The Comittee reviewed:
1.
Regulatory Guide 1.XXX, " DESIGN GUIDANCE EOR RADIOACTIVE WASTE FW1AGEMENT SYSTEMS INSTALLED IN LIGiff-WATER-OJOLED NUCLEAR POWER PLANTS," and recommended approval subject to the following comments:

The specific radiological dose information contained in the a.
proposed guide should be deleted and instead reference made as to where radiological requirements are set forth.
l b.
The operating basis earthquake (DBE) referred to in the guide should oe that specifically established in the application.
U c.
The applicability of the requirements of 10 CFR 50.55a to the provisions of this guide should be determined and, if required, appropriate measures should be procosed to clarify any inconsistency.
d.
The Comittee agreed that a detailed value-impact assessment was not required because tne proposed guide codifies current practice and does not materially affect current review procedures or industry practice.
The Comittee characterized this guide as Category _1 - No baskfit.

Proposed Revision to Regulatory Guide 1.91, "EVAWATION OF EXPLOSIONS POSTULATED TO OCCUR ON TRANSPOREATION IOUTES NEAR NUCLEAR POWER PLANTS," and recommended approval subject to the following comments:

Confirmation should be obtained from the staff consultant, James Proctor of the Naval Laboratories, that his concerns l
have been satisfied by the proposed revision dated l
November 30, 1976.

Confirmation of concurrence should be obtained from the l
Environmental Branch in the Division of Operating Reactors.

In paragraph C-3 of the Regulatory Position, language should be included to assure that structures and systems important to safety should also be assessed as to their capability to withstand appropriate missiles generated as a result of -
the explosion as well as the capability to withstand blast effects.
The Comittee characterized this guide as Category _2 - Further staff consideration of individual cases required ~1n order to determine the need for backfitting.
Two remaining items of the agenda were deferred to the nen meeting.
