a.
The wording in Section C.4 allowing analysis as a suostitute for the test should ce deleted pending public coment. It is left to the staff to consider reinstatement after evaluation of such comment.
Tne Comittee characterized this guide as Category 1 - No backfit to all applications which used either Revision 0 or Revision 1 of this guide; and for all others as Category 2 - Further staff con-siceration of individual cases required in order to determine the need for backtitting.

Proposed Regulatory Guide "OCCUPAIIGIAL RADIAfIQ4 D03E ASSESSMENT AT LhT S - DESIGN STAGE t%4-REM ESTIMATES" dated November 21, 1977, and recomended approval suoject to the following coments:

In the fourth paragraph under Section C, Regulatory Position, second sentence, tne worcs "and inservice inspection snould be d
adoed to now read "... this dose assessment include steam generator tube plugging and maintenance, repairs, replacement of pumps, valves, and gaskets, and inservice inspection."

This guide applies to both CP and OL applications. Appropriate wording should be included in Section D, Inglementation, con-cerning the intended inplementation at the CP versus the OL stage.
The Comittee characterized this guide as Category 1 - No backfit.

Proposed Regulatory Guice 1.xxx(RS 618-4) " REPORTING OF SIGNIFICANT DESIGi AND CONSTRUCfION DEFICIENCIES", Draft 7, (11/7/77) dated Dececoer 5,1977, and after considerable discussion referred it oack to the staff for reconsideration in light of Comittee comments, including:
a.
Recent activities within NRC concerning ASLB and ASLAB notifica-tions and the criteria and procedures to be used in such notifications nave focused a great deal of attention to this entire matter, particularly the necessity ror consistency between Part 21 notification,10 CFR S50.55(e) notifications, and Board notifications. It appears that a conprehensive review of a~ll NRC activities in this area is required anc the result well may be in a form other than a regulatory guide.

Request for RREC' Review of Proposed Reactor Systems Branen Technical Position on "REACIOR COOIMf SYSTEM OVERPRESSURE PR7fECTIO1" dated Decenter 20, 1977, and recommended approval subject to the following coments:
a.
Credit snould ue allowed for operator action as in the current criteria rather than going to automatic actuation as proposed.
b.
Equipment for overpressure protection should be non-seismic Category 1 as proposed, but should be oesignated to withstand
.the operating oasis eartnquake (OBE) ground motion.
We Comittee characterized this propased Branch Technical Position as:
Category 1 - No backfit for OLs issued prior to March 14, 1978.
Category 3 - Backfit required for all others.
Where the OL is expected to be issued 12 months or less from March 14, 1978, the position should be inplemented by tne first refueling, hhere the OL is expecrea to be issued more than 12 months after March 14, 1978, the position snould oe inplemented at start-up.
Items' 5 ard 6 were deferred to a later meeting.
