SUMMARY
OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 53, AUGUST 31, 1976 The Comittee reviewed:
1.
Proposed Regulatory Guide 1.XXX, "DESICN LIMITS, LOADING COMBINATIONS, AND SUPPLEMENTARY CRITERIA FOR CLASS I PLATE AND SHELL TYPE COMPONENT SUPPORTS," and recommended approval subject to the following coments:
a.
The definition of " service" should indicate that only safety-related service is meant.
b.
The guide should indicate that rigid restrictions have not been placed on the definitions of sustained or normal loads but that the categorization of such loads will be reviewed in context with the likelihood of the events which could cause the loads.
c.
The implementation section should indicate that the guide is to be effective 8 months after publication for comment.
The Comittee characterized this guide as JAtagocyJ - Further staff consideration of individual cases required in order to detemine the need for backfitting.
The Comittee noted that the Division of Project Management should develop and provide, for Comittee review, appropriate language j
concerning the applicability of this and similar guides to standard, replicate, and duplicate plant applications, including applications g'
for plants constructed under a manufacturing license.
2.
Proposed "CPB POSITION ON CRITICALITY OF FUEL STORAGE," and referred it back to the staff for rework and resubmittal in light of the Comittee coments, including the necessity for a more integrated approach which includes all appropriate technical disciplines involved with the criticality concerns of fuel storage pools.

Proposed Revision 1 to Regulatory Guide 1.39, " HOUSEKEEPING REQUIREMENTS FOR NUCLEAR POWER PLANTS," and recomended approval subject to the following comments:
a.
The discussion in Section C.2 of the Regulatory Position should reference the specific guide on the subject of firs protection for nuclear power plants.
b.
The last sentence of the introduction should indicate that the guide is applicable only to water cooled nuclear power plants.
c.
The implementation section should indicate that the guide is effective imediately upon publication.
The Comittee characterized this guide as Category 3 - Backfit requi red.
4.
Proposed Revision 2 of Regulatory Guide 1.14, " REACTOR COOLANT FLYWHEEL INTEGRITY," and referred it back to the staff for resubmittal upon conclusion of the planned test program and review by the staff of the analytical calculations described in the discussion section of the pro ed revision.
