SUMMARY
OF REGULATORY REQUIREMENTS REVIEW COMMITTEE MEETING NO. 64, JUNE 14,1977 The Comittee reviewed:
1.
Proposed Revision 1 to Regulatory Guide 1.100 "SEIS4IC QUALIFICATION OF ELECTRIC EQUIPMENT FOR NUCLEAR POWER PLANTS", dated April 22, 1977, and recommended approval.
The Comnittee characterized this guide as Category 1 - No backfit.
2.
Proposed Revision 1 to Regulatory Guide 1.108, " PERIODIC TESTING OF DIESEL GENERATOR UNITS USED AS ONSITE ELECTRIC POWER SYSTEMS AT NUCLEAR POWER PLANTS", dated April 27, 1977, and recomended approval subject to the following coment:
a.
The wording of Section C.2.a. should be revised to be consistent with the requirements and language of the Standard Technical Specifications.
The Committee characterized this guide as_ Cat.egory_2_.,Furtner staff consideration of individual cases required in order' to determine the need for backfitting - with the observation that the backfit considerations outlined in the value-impact assessment accompanying this guide represent an acceptable approach except that all provisions of the guide should be included in these considerations.
3.
Proposed Regulatory Guide 1.XXX(SC-523-4), " LOOSE PART DETECTION PROGRAM FOR THE PRIMARY SYSTEM 0F LIGHT WATER COOLED REACTORS",
dated May 3,1977, and recommended approval with the following comments:
a.
A discussion should be included to describe an acceptable procedure to satisfy the off-line calBration requirement referred to in paragraph C.l.f. of the proposed guide.
b.
No backfit recommendation is made at this time. After receipt and review of public comments, the staff's backfit recomendation should be submitted for Committee review.

4.
Branch Technical Position 00R-1, " GUIDANCE FOR RELOAD SUBMITTALS",
dated May 5,1977, and af ter considerable discussion referred it back to the staff for resubmittal with the following comments:
a.
The information being requested of licensees in the proposed Branch Technical Position should be compared for consistency with the information requirements of the Standard Format appropriate to the operating license stage.
b.
The impact /value assessment should be reviewed for appropriate ampli fication.
The Committee noted in passing that it would be helpful to :nclude in the forwirding memo that transmits material for Committee review, any appropriate previous Committee comments on the matter that might bear on current deliberations and the disposition of same.
