The Committee reviewed the WORKING PAPER: PROPOSED POSITION -

  • DESIGN OF PIPING ON SUCTION SIDE OF SAFETY INJECTION PUMPS - PWR.

Pending the preparation of a Regulatory Guide, the Ccmmittee recomaended approval of the use of this staff position for construction permit applications now under review and in the future.

The Regulatory Guide on this subject, including the detailed implementation section, should be submitted for Comittee. review.

The Committee discussed the advisability of expanding the scope of the RRRC to include within. its purview license requirements for all nuclear facilities (in addition to reactors), and specifically LEMUF limits for part 70 licensees. The Committee concluded that its scope should not be so expanded but that its attention should continue to be directed to the fundamental task of reviewing proposed changes in Regulatory requirements for nuclear power plants.

Committee members observed that the effectiveness and strength of the Committee in performing this task lies in the broad base of accumulated experience of its members in nuclear power plant' design and research and in regulatory management of these areas. Consequently, complex issues involving nuclear power plants can and do receive timely and comprehensive review, with varying individual focus, but without the need for lengthy Committee preparation time. The Committee believes that the demands of time on the members are such that expanding the scope of the Comnittee would significantly dilute its present effectiveness in its prir.ciple task without providing the necessary balanced considerat:cn of the fundamental issues involved in performing the suggested ex nded tasks.
