Gossick Executive Director for Operations REGULATORY REQUIREMENTS REVIEW COPfiITTEE MEETING fi0. 28, PAY 9,1975 The Comittee discussed the establishment of a separate comittee, with responsibilities similar to the RRRC, for review of regulatory issues involving fuel-cycle facilities.
The Comittee reviewed with Mr. H. J. Larson of the Office of Nuclear Paterial Safety and Safeguards (ONMSS) the experien:e and benefits arising from operation of the RRRC to date, relating them to the types of fuel-cycle issues likely to arise.
It was pointed out that one of the reasons for the effectiveness of the RRRC is its senior management membersnip with weighted representation from each of the several regulatory offices involved in reactor issues, resulting in recomendations with appropriate emphasis that are capable of effi-cient translation by the staff into appropriate action.
For a fuel cycle comittee, the RRRC suggested that similar considerations would
- lead to senior management representation on such a comittee by the
,.j Office of Standards Development, the Office of Inspection and Enforcement, and the Office of Regulatory Research, in addition to the nucleus of ONMSimembership. The Office of the Executive Legal Director and Nucle'ar Reactor Regulation should be invited to participate in comittee meetings as observers.
(A senior management representative frem ONMSS will also be invited to future RRRC meetings as an observer).
It is the unanimous judgment of the RRRC that a comittee similar to RRRC could provide parallel benefits in the review of fuel-cycle-related regulatory issues.
The Comittee recomends that such a separate comittee be established.
