a.

The position is acceptable as a Branch Technical Position outlining current practice, pending preparation of a Regulatory Guide on this subject.

b.

The proposed implementation section is not recoceended for approval and should be reworked in light of Comittee comments and resubmitted witn the Regulctcry Guide to be prepared.

c.

Additional measures should be included in the guide on the system design ccncerning tne leak-tignt provisions of the valves, the requirements for monitoring continued leak-tight effectiveness, on-line testing, and system raliability requirements.

d..The discussion in paragraph h of the proposed position concerning minimizing (or eliminating) the neeo for on-line purging should be considerably strengthened and emphasized as the regulatory goal.
