The Cor.,ittee reviewed the !!0RKIt'G PAPER: PRCPOSED LETTER TO ACRS C0;1CER:I::G TURBI:E ORIEilTATION, and had the following corr.ents and recommerjdations:
a.
The proposed letter should not be sent, although the position expressed in the letter is acceptable.
b.
A~ regulatory guide on this subj 1ct shn;ld be crepareJ as rapidly as possible, the draft submitted for.'sC,5 subcomittee review, and the need for a subsequent letter to' the ACRS (similar to the subject proposed letter) can then be determined.
c.
The implementation section of the Regulatory Guide should indicate that the provisions of'the guide apply to those plants whose applications are docketed 3 months after the issuance date of the guide for coments.
Backfitting is not contemplated.
d.
The provisions of the guide should not apply to replicate plants.
