1.
Proposed Regulatory Guide 1.XX, SEISMIC QUALIFICATION OF CLASS IE EQUIPMENT FOR NUCLEAR POWER PLANTS, and recomended approval subject to the following coment:
a.
The first paragraph of Section C (page 1.XX-2 of the draft) should be clarified to indicato that the "recomendations" of IEEE Std 344-1975, as well as its " requirements" (shalls vs. shoulds), need to be met to provide an adequate basis for staff acceptance.
This guide was characterized by the Committee as _ Category 2_-
Further staff consideration required in order to determine the need for backfitting.
2.
QUALIFICATIONS OF PERSONNEL PERFORMING REVIEW AND AUDIT ACTIVITIES, and recomended approval of the staff position with the following coments:
a.
The experience requirements for personnel performing a review function should emphasize safety-related nuclear power plant design and/or operations experience.
b.
The organizational stature of the " review unit'! in the utility organization should be reviewed for acceptability.
c, Where changes are proposed in the review organization or review personnel of plants already through staff review, the provisions of this position should be applied in avaluating such proposed changes.
The Committee characterized this staff position as Category 1 -
