The Comittee reviewed Proposed Regulatory ;ide, PERIODIC TESTIt'G OF DIESEL GENERATORS USED AS.0NSITE ELECTRIC PO'!ER SYSTE".S AT
't!UCLEAR POUER PLANTS and referred-it back to the staff for rework and resubnittal with the following comments and recomendations:
a.
Consideration should be given to applying portions of the
-guide to operating license applications as well as to construction permi t applications.
Related design changes should he imposed if the testing provisions of the guide are to be backfitted to operating license applications.
b.
Cost assessments should be made for those portions of the guide to be applied to 0L applicaticns as well as to Cp applications.
c.
An assessnent of the relative role of diesel generator reliability in the overall risk from nuclear power plants should be made.
The Director, RES, will provide such an
. assessment.
d.
Various alternatives > to the guide provisions (including cost assessments) in design and testing that lead to the same result should be explored.
e.
The effect of testing requirements on diesel generator lifetime and reliability should be assessed.
f.
The 7-day report required in the guide should be keyed to existing reporting requirements.
g.
The experience at existing plants should be reviewed to determine their degree of compliance (or non-compliance) with the provisions of the proposed guide.

- its actual operational configuration, in so far. as practi-cable.
Exceptions to this -procedure (such as cranks installed to turn the:-unit over and venting prior to start) should be reviewed to determine the extent to which they affect the val _idity of the tests.
