The Committee reaffirmed its previous recommendation of a.
approval of the proposed amendment, including the clarifications made subsequent to that previous recommendation of approval.-
b.
The impact assessment reflects proper and comprehensive consideration of the pertinent issues.
With regard to inservice inspection, the requirements c.
of the proposed amendment are not ' expected to result in significantly greater down-time-for existing plants than for new plants.

COST EFFECTIVENESS EVALUATION OF PROPOSED A!!ENDifENTS TO 10 CFR PART 73 TO SPECIFY IIEASURES FOR PHYSICAL PROTECTION OF NUCLEAR POWER REACTORS FROM INDUSTRIAL SAB0TAGE and made the following comments:
The Committee reaffirmed its previous recommendation of a.

From the information presented on cost effectiveness, the c
.$ommittee~ found nothing to indicate inaccuracy or inadequacy.
t was pointed out that cost effectiveness is not the same
~ as impact assessment.

The Committee recommended that further investigations,(for example, at Indian Point ~3) be undertaken to determine the impac: of these proposed amendments (the " hassle" factor) on plant operations.
In' addition, the -impact of these proposed amendments should be assessed on plants where one unit is operating, and another (at the same site) is under construction.
The Conmittee should be informed of the-results of.these. investigations.
