Proposed Revision 1 to Regulatory Guide 1.94, QUALITY ASSURANCE t
REQUIREMENTS FOR INSTALLATION, INSPECTION, AND TESTING OF STRUCTURAL CONCRETE AND STRUCTURAL STEEL DURING THE CONSTRUCT PHASE OF NUCLEAR POWER PLANTS, and recommended approval with the following coments:
The implementation section should indicate that the a.
effective date of the guide will be 6 months after issuance.
i b.
Insofar as possible, standardized and consistent wording should be used in the implementation section of this and all guides concerning applicability to construction permit and/or operating license applications.
This guide was characterized by the Comittee as Cat.egory 1 -
No backfit.
2.
The Comittee discussed Proposed Revision to Regulatory Guide 1.17, PROTECTION OF NUCLEAR POWER PLANTS AGAINST INDU.STRIAL SABOTA and made the following comments:
Although the sehse of the Committee was for. recomending a.
approval of this. guide, such action was withheld pending review by the Committee of Regulatory Guides 5.12, 5.44, 5.7 and 5.20 referenced in this proposed version. These guides are to be submitted for Comittee review in accordance with established procedures.

The Committee noted that since the Comission had not yet concluded its deliberations on the security clearance issue-in connection with GESM0, any interim Comittee approval in this regard, of course, will be superseded by final Comission decision.

Comittee consideration of Regulatory Guide 9.2, Proposed Revision 1, INFORMATION NEEDED BY THE NRC STAFF IN CONNECTION WITH ITS ANTITRUST REVIEW 0F CONSTRUCTION PERMIT APPLICATIONS FOR NUCLEAR POWER PLANTS and of TRIVIA was deferred to a later-meeting.
