SECY-79-371 - RECOMMENj IONS ON OPERATIONAL DATA ANALYSIS AND EVAL 5ATION FOR NUCLEAR POWER PLANTS (TASK FORCE REPORT)
This is to advise you that the Commission has reviewed the subject paper and (with all Commissioners concurring) approves the creation of an agency-wide Operational Data Analysis and Evaluation Group reporting directly to you.
The Commission believes that this agency-wide office should be responsible for analyzing and evaluating operational safety data associated with all NRC activities, including those of NMSS.
Further, the individual program offices should also have an operational data analysis and evaluation capability.
Such a capability would allow the individual program office to make input to the agency-wide office, review and comment on the agency-wide office's evaluations, and perform special operational safety data analysis.
Commissioner Kennedy commented in detail, see attached.
The staff is requested to proceed with the plans for the formulation of such a group and to provide the Commission with a detailed presentation as to the group's functions, responsibilities, staff procedures and lines of authority for their comment, along the lines suggested by Commissioner Kennedy.
