REVISED SECURITY PLAN FOR THE PROTECTION OF REACTOR FACILITIES (GE-VNC)

Dear Sir:

In accordance with the provisions of 10 CFR 50.54(p), the General Electric Company, Vallecitos Nuclear Center (GE-VNC) submits herewith six (6) copies each of two individualized reactor plans which address protection of the General Electric Test Reactor (GETR, License TR-1) and the Nuclear Test Reactor (NTR, License R-33) at GE-VNC.

The two enclosed plans' supersede in total, all previous submittals of similar name and except for separation, their content is that of Reference 3, above.

The deci-sion to address and present reactors (GETR/NTR) as two separate and distinct en-tities, was based on the following:

1.

Management is distinct and separate from the operational level including operating procedures.

2.

The two reactors are geographically dislocated from one another.

3.

The reactors are very dissimilar with respect to power rating.

The GETR is authorized to operate at 50 megawatts whereas the NTR is limited to 100 kilowatts.

Reactor containments and edifices are distinctly different in that the NTR's is similar to that associated with a university reactor and the GETR's is not.

Unification of two separate and distinctly different reactors into one plan inhibits the ease with which plans are administered from the standpoint of change, review and modification resulting from implementation of subsequent regulations; reference 10 CFR 73.47, in the latter case.

In implementing the reported change as discussed above, it is our determination that this change does not decrease the effectiveness of the Security Program. As the enclosures contain information concerning the safeguarding of SNM, GE-VNC requests that they be withheld from public disclosure pursuant to 10 CFR 2.790(d).
