Dear Tom:
You have requested to meet with certain Metropolitan Edison Company operating personnel in connection with your work for the NRC/TMI Special Inquiry Group. This letter will confirm the arrangements that have been made to satisfy your request.
On Monday, September 24, 1979, at 12:30 p.m., members of your staff will informally meet at TMI with Messrs. Theodore L. Illjes and John M. Kidwell. All parties should report to Trailer 14 on or about that time.
If it develops during the interview that brief access to the Unit 2 control room is necessary to clarify any of the areas covered, such access will be provided. The interview (including the control room visit, if any) is not to extend past 3:00 p.m. and will not be videotaped or recorded.
On Thursday, September 27, 1979, at 10:30 a.m., Messrs. Craig C. Faust, Edward R. Frederick, Frederick J. Scheimann and William H. Zewe (."the operators")
will come to your offices in Alexandria, Virginia, to attend a re-enactment of
.their actions at the control room of TMI Unit 2 between 4:00 and 6:30 a.m. on March 28, 1979. The re-enactment will be conducted by members of your staff and videotaped. The operators will comment on the re-enactment to the extent of pointing out any obvious errors or inaccuracies that they can identify. The operators will not participate in the re-enactment and their comments or actions will not be recorded or videotaped.
It should be understood that the above arrangements are undertaken voluntarily as an accommodation to your contracted effort with the NRC/TMI Special Inquiry Group. They do not constitute in any way an endorsement by the operators or Metropolitan Edison Company of the accuracy of your re-enactment or the results of your study.

travel and incidental expenses of the operators in connection with their i
attendance to the re-enactment as well as for their salaries (including applicable payroll overheads and adders) for the working time lost by them as a result of their attendance to the re-enactment.
An invoice covering these items will be sent to you in the near future.
