RFP TASK B, CONTROL ROOM ACTIVITY During the simulation of the TMI-2 accident at B&W on July 26, 1979, it was apparent that after the first few minutes the information being presented to the operators was relatively static. Certainly af ter eight minutes (opening of the block valves of the emergency feedwater system) the operators made little, if any, modification to the plant configuration.
In light of.this static condition, I question the necessity for c'ntracting for Task B of the RFP as written. A timeline diagram of the control room activities during the first 150 minutes would not give us much useful informa tion.
Instead, I believe that a more detailed study of say the first eight minutes might provide us more useful information. Such a study could provide us with a detailed description of what signals were available to the CR operators, the duration of the signals, what the CR operators did during this time span, could the operators have seen the changes as they occurred, where should they have directed their attention and where did they direct their attention, etc.
It is suggested that we convene a meeting of the task group on human factors to discuss Task B and review the other tasks in the RFP for appropriateness in light of the simulation of the TMI accident.
