SUBJECT:

PARTICIPATION IN HUMAN FACTORS TASKS I have reviewed several documents which reflect the scope of potential human factors related tasks with the objective of suggesting those areas in which I might best be of assistance. Those documents include:

o The Statement of Work for the outside contractor; o A draft " Human Factors Tasks" by Me. Doyle dtd 7/20/79; o The report outline and my notes of the meeting related thereto on 7/19/79; o My two memoranda of 7/11/79 and oN dtd 6/27/79 dealing with human factors questions of NRC, Met Ed, B&W, et al (copies of pertinent parts are attached);

o Your rough notes provided to me 7/20/79.

I would propose that, consistent with other assignments, I could probably best assist you in the following:

1.

Selection of a contractor for the outside study and provide assistance in evaluating this work progress once underway.

2.

Evaluation of precursor activities of NRC, Met Ed, etc. especially in terms of human factors engineering programs and their integration into the basic design process.

3.

Assistance in the interviews which derive information relative to (2).

4.

Evaluation of past, present and projected training programs, especially as applied to avoidance of human error and use of emergency procedures.

5.

Evaluation of the LER system, meaning its adequacy or lack thereof in documenting design, operations or environment-induced operator error.

Gordon Chipman July 23, 1979 As for the scheduling of such effort over the next five weeks or so (Ref. Mr. Frampton's meno of 7/19), I am available at your discretion with the exception of 31 August through 7 September during which time I shall be out of the country.

I would suspect the listing of tasks as shown above is in essentially chronological order.
