SUBJECT:

PROCEDURES, HUMAN FACTORS, AND CONTROL ROOM LAYOUT Subsequent to our meeting on Friday, July 13, 1979, I have spoken to Leo Beltracchi (Lessons Learned Task Force) and have been told the following:

2 L had a meeting 7/13 with XYZYX company (billed as a " Human Factors company") to discuss procedural and operational aides and training - the primary concern was how to generate improved procedures (XYZYX has done work for Hanford - trimming procedures to less than 7 steps using a " verb / object / picture" approach).

This task seems to be a long-term one geared towards coming up with an effective recipe for generating procedures.

2 In the short-term L is working to define and implement improved shift turnover procedures.

2 L is also concerned about improved control room design especially in the area updated status monitoring methods and automatic monitoring using CRT displays.

requirement for all plants (long-term).

Per Commissioner Ahearne's request, Beltracchi is scheduled to brief him this Friday on NRC's understanding and philosophy for control room design.

Regarding improved / advanced control room design, Beltracchi mentioned that the new GE control console for the Black Fox Plant is presently undergoing checkout at Singer Simulator in Silver Spring, Md.

I have received an OK from GE to enable members of the TMI Special Inquiry staff to observe this equipment at Singer; any day after Tuesday, July 17,1979 (also available at Singer for our exami-nation are the control panels for WPPS - a B&W plant similar to TMI, and Perry -

a BWR-6).

Please let me know what day is best for the trip to Singer.
