Dear Ms. Mattia:

The Essex Corporation has been under contract to the NRC for a human factors evaluation of control room design and operator performance at TMI (Contract Number NRC-04-79-209). This contract is for $96,236.

The purpose of this letter is to request an extension of the final report due date, and to request additional funding based on an enlarged contract scope. We are requesting that the duc date for the draf t report be changed from September 30, 1979 to October 22, 1979. We are further requesting additional funding at the level of $37,814 to cover costs incurred in an expanded effort. A DD-633 is attached to indicate the basis for this cost estimate.

The change in scope of the contract was essentially due to delays in receiving information from NRC which was essential to our effort. Since we were not receiving this information, and since we required it before progressing with the work, we were lef t with no option but to develop the information ourselves. This not only increased the scope of the contract but also resulted in the three week delay of production of the final report.

The specific items of information which were required and which were not provided in a timely manner are as follows:
