Dear Barry:
l I have your letter of October 3rd and much aopreciate this. thoughtful summary of your views about the llRC as you movc on to new respon:,ibilities.
I should have answered you sooner, and have had your letter on my desk for some days now, trying to find time to reply to it with the thought it clearly warranted.
Turning to your letter, I consider your views especially valuable to1 me and to the other Commissioners because of the circumstances in which-you have beenlable to. observe the agency's operations.
As Director;of the 0ffice of Planning and Analysis.for, these past two years, you havey,:,
been able to observe the full scope of'our operations during the firstJ J years of the agency's life.
Also, you have been able' to observe the i ;.:p agency with a fresh point of view, not havi.ng been previously. associated with the nuclear industry.or the_ regulatory staff _ oflour predecessori ( m? -

agency was a temporary and now past condition arising from the transit 1'on from the AEC to the. separated ERDA-NRC entities. I certainly intend that?
a sense of vigorous' independence should prevail here,'and will be.alertL' w
