I see by the Commission's Memorandum and Order regarding this matter on 16 October 1979 that the NRC staff prepared written response in the form of a revised NUREG-0591 dated 3 October 1979.
I be ieve it has been NRC policy in the past to send the revised document to those parties commerting on a draf t, but I did.not receive a copy of the revised NUREG-059.. Is this an oversight or should I take some other measures in order to appear on the pertinent mailing list (s) for TMI?

USE OF EPICOR-II FOR PROCESSING TMI-2 CONTAMINATED WATER
- Purcose:
To obtain Comission approval for use of EPICOR-II Ofscussion: As a result of the Ccmissicn's May 25, 1979, statement concerning the use of EPICOR-II for the processing of contaminated auxiliary building water at Three Mile Island, Unit 2, an Environmental Assessment (EA) was prepared by the staff and issued for pubif e coment on August 20, 1979. A copy of the Federal Register Notice issuing the EA for a thirty-day public cement period is enclosed as Enclosure 1.
To date, forty lettars containing ccments have been received.
Thirty-six of these did not centain coments which were technically substantive in nature but were indicaticns of opinion concerning whether or not the EPICOR system shculd be operated.
Of these, thirty-five were against its use and one in favor of its use. Of the remaining fcur, the Susquehanna Valley Alliance, the City of Lancaster and t.vo professors frem Franklin and Marshall College had many cements and were opposed to the processing of water.
The remaining cementer, Ccmonwealth of Pennsylvania, was in favor of the use of EPICOR-II. These four sets of cements are included as.
The staff has evaluated all coments and has prepared a discussicn of public coments and resulting staff recomendations en the use of EPICCR-II which is presented in Encicsura. 3.

After review of the coments received, it remains our conclusion that operation of the EPICOR-II system for the processing of cen-taminated waste water frem the TMI-2 auxiliary building and frem the additional storage provided by the tank farm in the fuel handling building will not significantly affect the qua11ty of the human envircnment.
