DOCUMENTS RECEIVED FROM B&W We have received depositions taken by the President's Commission of seventeen B&W employees, and exhibits thereto. Apparently all of the materials B&W has relating to control room design are incorporated as exhibits to one of these depositions (Stevens).

In addition, we have received the following documents:

1.

B&W report on the safety aspects of the Mulheim-Karlich (Germany)

(proposed) reactor in view of the TMI-2 acc-: dent. The order for this reactor was recently cancelled. We sought the report to sae whether it would illuminate cancellation.

It does not:

the report concludes that TMI-2 would not have happened in the proposed reactor.

The report may, however, be of some interest to Groups 1 and 2 because it describes the differences between TMI-2 and B&W's latest design, and contains a B&W analysis of the accident sequence, their estimates of core uncovering based upon noise monitoring, etc.

2.

All materials relating to the 9/24/79 Davis Besse transient. This is about 6 inches of material.

Presumably the President's Commission has extracted the obvious material, but I assume Fred Hebdon and Fred Folsom will want to go through this stuff. Much it may be covered in the B&W deoositions.

3.

All materials relating to the 11/29/77 Davis Besse event. This is about one inch of material. This appears to be no more than what was provided to the NRC at the time by B&W, 4.

B&W's QA program for TMI-2. Most of this appears to be from 1970.

About 2 inches.

Most of it simply describes the program.

5.

" Training Manual for Plant Operators." They have sent us the boiler-plate training manual for the B&W 205 design, dated October 1975; about 6 inches, it has blue and red divider tabs. This manual has a s;~rt section on Plant Operations, but seems to be mostly descriptive.

It contains a warning on the front page that it is to be used for training only, not for operation or testing.

" Met Ed Instruction Manual" (3 volumes about 6 inches). This was prepared by B&W for Met Ed; it is also labelled "for training purposes only."

About two inches of pages from B&W's Administrative Manual --

Policies and Procedures, including pages describing the overall organization of the management of the company and their QA program.

8.

SIP's requested in July 23, 1979 letter from Rogovin to Taylor.

About 6-8 inches of material.

9.

Documents relating to B&W's evaluation of core damage at TMI-2.

(About'l inch of material.)

10. Auxiliary feedwater design criteria.

(Letter of March 14, 1968, to Burns and Roe, with attachments.)

11.

" Materials Relating to the Michaelson Report." This is about 1 inch and appears to include the Kelly /Dunn memos, etc.

12. A set of TMI-2 Site Problem Reports (SPRs), from 9/6/77 to 7/78.

This doesn't appear to me to be complete. Apparently it relates only to certain components. I am contacting B&W to determine how large their file of SPRs is for TMI-2 and for other like plants, and to see what kind of an index-they have. Check 9/6/77 report of

" unusual occurrence" with condensate polisher resign migration.

13.

10 CFR Part 21 reports on TMI-2; and analysis of differences between TMI-l and TMI-2. Very short.

14.

Design rationale for PORV and RCS.

Several pages only.

There is one page undated which apparently is B&W's rationale for installing PORVs in this design (says it is based upon desire to avoid reactor trip due to unusual variations in load).

15. SPR on Repair and Testing of Davis Besse PORV.

20 pages.

16. SPR on 10/23/77, Davis Besse transient.

17.

B&W's 10 CFR Part 21 internal procedures, and present " preliminary safety concern" (PSC) procedures.

18.

PSC procedures in effect prior to January 1978.

19. January 8, 1979, Creswell letter to Streeter.

20.

B&W cover letter transmitting 1/31/79 NRC letter to utilities.

21. April 14, 1978, letter report to NRC on analysis of small LOCA.
22. Materials from Nuclear Operating Experience Seminar held March 6-7,1978, at Hershey, Pennsylvania.

For the next few days, we are making the originals of these materials available with a check-out system, so they c an be reviewed and xeroxed immediately as needed.

Please make copies of what you need promptly when you check material out, so that you can return the original intact to the shelf and check it back in again.
