SUBJECT:
STAFF PROCEDURES FOR REVIEW 0F LICENSEE SUBMITTALS UNDER 10 CFR PART 50.59 It has become apparent that a degree of confusion exists regarding the responsibility of NRR in the review of licensee reports submitted in accordance with 10 CFR Part 50.59.
This memo reemphasizes the NRR responsibility in this regard.
The division of review responsibility between ONRR and 0IE is de-lineated in item 6 of the Enclosure (memo, Rusche and Volgenau to Gossick, March 21,1977), which is a part of the Licensing Project n
Manager Handbook.
The Operating Reactors Project Manager (0 RPM) is

responsible for overseeing the NRR portion of the review.
OIE may v'
request from NRR a determination of whether specific changes to a facility or to procedures constitute either an unreviewed safety issue or a change in the technical specifications.
The ORPM has the responsibility of documenting and responding to these requests.
If it is determined that an unreviewed safety issue or a technical specification change is involved, the ORPM is responsible for taking action to assure that the particular technical issue receives the l
proper NRR staff review and that an SER is written.if necessary.
The NRR effort in regard to these submittals is not duplicative of l
0IE efforts, but rather complimentary and in response to specific OIE requests.
