MITRE Contract - Guidance j

MITRE Working paper WP-12413 on "Comunications and Control to Support Incident Management" was submitted to this office on June 10,1977 as required by contract.

Its purpose was to document progress to date and characterize alternative incident respcnse concepts. Based upon review of the document this office would then redirect the work effort as J

necessary, within the limits of the contract, for the remainder of the study.

At that time we provided immediate direction to you to concentrcte on development by July 15. 1977 of near-tena comunications requireaents as called for in Task 2 of the contract work statement. Since that task Essebeen completed and the working paper has been reviewed it is appropriate at this time to provide additional guidance which should be adhered to as you proceed in your work effort for the remainder of the contract.

i The emphasis of the study should be directed toward detailed develop-ment of a " Concept II - Advisory with Dependent Data" incident response capability as described in the working paper. This, emphasis should include:

development of an Initial Operations Concept (IOC) that:

a.

1) recognizes and incorporates existing tiRC incident response planning and organization; 2) recognizes and incorporates existing tiRC telecomunications capabilities and equipment;

3) includes detailed operational procedures.

b.

development of a Final Operations Concept (FOC) that incor-porates:

1) Resident Inspector Program;
2) 24-Hour Operations Canter;
3) Inter-EOC Capability;
4) Independent Ccmunications capabilities; 5)

Focused flow of infomation conceming incidents through the Operations ~ Center.

,2 July 20, 1977 A detailed " Transition Plan" should be develop:sd which provides direc-tion to tiRC in moving from IOC to FCC capabilities. Where possible the plan should be modularized; that is, imolementatien of one concept in section b. above should not interfere with implementatica of another.

This allows us to incorporate each capabilitf as it becomes available.

Emphasis on Concept II development and implecentation should not pre-clude subsequent development of a " Concept III - Advisory with Indepen-dent Data" incident response capability should the decision be made

at scme later date to ir.plement that concept. Care should be taken to minimize Concept II functions that cculd not be integrated into a Concept III operation.
