SUBJECT:
OPERATOR ACTION /CR HUMAN FACTORS CROSS-CUT TASK FORCE As George Frampton directed during a meeting on July 19 and later covered in a memorandum to you dated that same day on the above subject, the following information is provided:
Dennis Allison will be the participant for Task 4 on the subject task force.
During the next five weeks, except for a 1 1/2 week vacation, I estimate that he will be spending up to 50% of his effort on the human factors tasks as outlined in B. Doyle's memorandum of July 20. Mr. Allison's factfinding efforts will be directed towards " Procedures" including their development and use at the plant.
Dennis indicated to me that his discussion with Hal Ornstein concerning " Training" showed some questions remained about who was to do what in:the area of " Training." Using B. Doyle's task outline, it appears to me that Task l would cover the background information which is all except the last item--actions / inactions during accident.
This latter seems to fall in Task 2's scope.
In the area of evaluations, I suggest that Dennis direct his efforts toward evaluating the emergency procedures and assist in the evaluation of operator training as it relates to the emergency procedures.
Jim Snell and myself will provide support to Dennis in this effort as needed by him.
I do not envision Snell or myself participating directly on the task force.
Please advise if this in inconsistent with your plans or needs of the task force.
