In your letter of November 18,19}4, relating to our meeting on that same date concerning the development of Standard Technical Specifications (STS), you summarized the principal concerns of your Steering Group with regard to the STS. As discussed at the November 18 meeting, we have prepared a guide for the development and ir.plementation of STS by the Regulatory staff, a copy of which is enclosed.
I believe that our plans and current work in STS development as presented in this guide should allay your concerns and lead to an orderly implementation of this important standardization effort.
