REVISIONS OF CONCLUSIONS AND RECOMMENDATIONS The following people are coordinating, for me, the drafting of additions, corrections or revisions for incorporation into our Volume I,' Conclusions and Recommendations. They are drafting a sentence or two, or paragraph (s),
for inclusion or substitution in each of these areas. Please give correc-tions or suggestions for redrafts in these areas to them by 3:00 p.m.
Tuesday, (Dec. 18). My goal is to produce a second, completely tevised version of the Conclusions-Recommendations by close of business Friday, December 21.
Kevin Cornell Operator training: how it is deficient; how to make it better; NRC role.
Instrumentation is a display and presentation problem; use of computers.
Control room design / alarm prioritization.
Operator procedures / operators must follow procedures.
All other. human factors subjects, and any changes in section 3 of my 12/11 draft on human factors, which probably will have to be substantially rewritten.
Dick DeYoung Met Ed did not meet its responsibility to place people in site management or operations positions competent to deal with an accident, or to bring necessary technical competene e to bear in time.
Need for upgraded expertise on site; shift engineer concept rewritten to make clear he is in charge on each shift, general upgrading; certification of all such personnel?
