Dear Mr. Kelly:

Babcock & Wilcox has recently completed formation of a comprehensive training program for utilities engaged in nuclear power projects. A complete description of this training is given in our brochure " Nuclear Traf ning Programs" (TRO-68-68, August 1968) sent to you on August 30, 1968.

I am writing to request comma ^~ en this training, especially the five phase operating staff program ae..ribed on pp. 9-30 of the brochure. This program is designed specifically for the training of personnel who will require licensing by the AEC as reactor operator or senior reactor operator.

Your attention is directed to our plans to use a PWR simulator for power plant operation training, complemented with a period of observation at an operating nuclear power plant and ten startups on the Lynchburg Pool Reactor. We propose to use this program to fulfill the requirement for extensive actual operating experience at a comparable reactor, as specified by 10 CFR 55, paragraph 55.25(b). Comments would be appreciated on the suitability of this program to authorize the AEC to administer a simulated test to an applicant for a license prior to initial criticality.

The B&W PWR Simulator is described in the brochure. Further information was given in the simulator specification sent to you on December 14, 1967,
