FROM Minutes of Meeting with B & W, June 26, 1967, to Discuss Operator SUBJEm Licensing and Related Subjects On June 26, 1967, representatives of Babcock & Wilcox met with the Operator Licensing Branch to discuss operator licensing. The following persons attended:

T. W. Montgomery, Supervisor - Market and Business Evaluation NUCLEAR POWER STATION ORGANIZATIOL B & W offers a training program for nuclear customer personnel. Their suggested Nuclear Power Station Organization includes nine licensed senior operators and ten licensed operators.

Mr. Kelly stated this appeared minimum for continuous operation but was adequate for initial staffing.

I He suggested that, at some later date, a utility could upgrade personnel to provide backup for this initial complement. He also stated that the rest of the organization appeared typical for present nuclear stations. Multi-g station organizations were discussed briefly, but no conclusions reached, other, F

than a licensed operacor at the controls of each unit during operation.

LICENSING PROCEDURES The following items were discussed in detsil:

a.

Applications and iaformation contained therein.

b.

Qualifications for " cold and ' hot examinations.

c.

Scheduling.

B & W TRAINING PROGRAM B & W plans to offer a four-hase training program to customer personnel.

Phase I - Academic & Research Reactor Practical Training.

Phase II - Nuclear Power Station Training Phase III - Nuclear Plant Design Training Phase IV - On-the-job Training and Review.

The program was reviewed and found to be satisfactory, based on the P

information supplied by B&W.

U" 2-t SIlfULATORS During the discussion on training and qualifications for " cold" examinations, Mr. Dedden asked if performance on a simulator could be substituted for " extensive operating experience."

Mr. Kelly stated that at the present time the answer was "no."

llowever, DRL would be glad to review any plans for use of computers as part of training programs.

Mr. Dcdden stated that B&W vould probably be ready to discuss simulators in their training programs in about three months.
