Summary of Telephone Conversation with John Barton, GPU Service Corporation -- Startup Test Program Director December 4, 1979 Telephone: (717)-948-8326 In response to my telephone call soliciting the information, Mr. Barton related the following:

There were 21800 series (power ascension) tests performed at TMI-2.

l 22 800 series tests were listed in the FSAR.

The difference is test TP-800/33, a pseudorod ejection test which was deleted with NRC concurrance on June 12, 1978.

There were a total of 170 tests listed in the TMI-2 Master Test Index.

88 tests were listed in the FSAR.

1 A total of eight tests were deleted from the MTX.

In addition to the seven mentioned in the CORB report (examples of which were given by Ron Toole in his deposition), GPUS dropped a test whf M monitored the Rms. (?) area.

The UNIT ACCEPTANCE TEST is an 800 series test.

It is not safety related and is not required by the NRC in Regulatory Guide 1.G.

It simply requires an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> run at full power. The NRC was not formally notified of GPU's decision not to perform the test before declaring commercial operation, as inferred in the FSAR. However, I&E Inspector Donald Haverkamp was informed and raised no objections to the postponement. Both B&W and the Test Working Group also concurred in the postponement.

Barton said the Unit Acceptance Test was a provision in the B&W contract.

In November,1978, B&W informed GPU thaT it believed the unit was capable of operating at its rated capacity.

From that moment, per the contract, GPil had 90 days to rua the test. Otherwise, B&W would act as if the test had been run and would expect release of the money GPU was holding in escrow.

Barton said in the 2 months following repair of tne main steam valves, GPUS actually did more testing than they had commited to in the FSAR because they re-ran 7 h]t functional tests in the time period which had been allocatted for power ascension tests.
