OF TELEPHONE CONVERSATION WITH JACK GASSERT GPU Pool Coordinator Telephone: (215)-376-6611 November 29, 1979 In response to my earlier telephone call requesting the information, Jack Gassert called and provided the figures on the attached sheet, representing the cost to GPU of failing to meet the May 31, 1978 date set for TMI-2 in the PJM planning year.

adyh:e. The obligation for 1978 - 1979, in other words, was set on June 1, 1976.

Had TMI-2 been comercial on June 1,1978, none of the figures on the attached sheet would have been due. GPU would have paid nothing.

Gassert said there is also an after-the-fact adjustment for failing to meet forecast obligation. This explains sudden jum September and December,1978 figures (see attached)ps in the months of In July, 1979 there was a revision and GPU was assessed $1,976,694 for the high unavailability of TMI-2 in April and May due to the accident.

The grand total of the amount due -- as a result of failing to put TMI-2 into service in June,1978 -- was $7,383,332, according to Gassert.

Gassert pointed out, however, that GPU was able to obtain some credit from the pool for power generated while the unit was in a test mode.

Gassert promised to send along a letter stating this material more fully.
