THE OPERATING INSTRUCTIONS, GIVEN IN THE AE0VE REFERENCE, FOR OPERATOR ACTION TO OVERRIDE THE ENGINEERING SAFETY FEATURES ACTUATION SYSTEM AND TEP.MINATE HPI HAVE BEEN REVISED.
THIS RIVISION (ATTACHED) ALLOWS THE OPERATOR AN ALTERNATIVE TO THE 20. MINUTE OPERABILITY PERIOD, UNDER CERTAIN CONDITIONS, TO PRECLUDE THE PRESSUR'IZER FROM GOING SOLID.

SUPPLEMENTAL OPERATING INSTRUCTIONS FdR HPI SYSTEM OPERATION
. T ALTHOUGH DETAILS OF THE CAUSES AND COURSE 0'F EVENTS OF THE INCIDENT AT METROPOLITAN EDISON'S TMI-2 PLANT ON MARCH 28, 1979 ARE STILL BEING DEVELOPED, IT APPEARS THAT THE INCIDENT WAS INITIATED BY A LOSS-OF-MAIN FEEDWATER FLOW (LOFW) AND THAT A DISTINGUISHING CHARACTERISTIC OF THIS TRANSIENT COMPARED TO OTHER PREVIOUS LOFW TRANSIENTS WAS THE SECURING OF THE HIGH PRESSURE INJECTION (HPI)
SYSTEM.. CONSEQUENTLY, ALL OPERATING PLANT.5, ARE ADVISED TO IMPLE-MENT THE FOLLOWING DIMEDIATELY:
IF THE HPI SYSTEM HAS ACTUATED BECAUSE OF LOW PRESSURE CONDITION, IT MUST REN h IN OPERATION UNTIL ONE OF THE FOLLOWING CRITERIA IS SATISFIED:

BOTH LPI PUMPS ARE IN OPERATION AND FLOWING AT A RATE IN EXCESS OF 1000 GPM EACH AND THE. SITUATION HAS BEEN STABLE FOR 20 MINUTES.

THE HPI SYSTEM HAS BEEN IN OPERATION FOR 20 MINUTES AND ALL HOT AND COLD LEG TEMPERATURES ARE AT LEAST 50 BELOW THE SATURATION TEMPERATURE FOR THE EXISTING RCS PRESSURE.
IF 50 SUBC00 LING CANNOT BE MAINTAINED, THE HPI SHALL BE

REACTIVATED.
