Dear Mr. Parker:
Thank you for your letter of September 6,1978 that recomends several procedural changes for meetings of the Regulatory Requirements Review 3
Committee.(RC).
As your letter indicates, the purposes of these W
recommendations y to:
3 Assure that the Regulatory Staff and R C avail themselves of the available information necessary for informed decision-making; Assure the regulated industry that technical issues are carefully reviewed, using the best available information before the

i imposition of new or revised regulatory requirements; and to

Assure the public that the technical decisions of the Regulatory Staff are subject to the same balancing of considerations as other events molding our social structure.
The NRC Staff has been considering and is planning to adopt the following 2.-
changes in its previous practices for developing and considering changes t
in current regulatory requirements for reactors:
'Il Public comments will be requested on proposed substantive changes y
l in regulatory requirements, the proposed implementation schedules, 8001160 g7. [
s and the associated-draft value-impact analysis before the proposed 3
change is considered by the R C.
All public comments received on a proposed change and associated 3
material will be considered by the R C in developing its recommendations; 3
... A_ summary of the resul.ts,of the R C meeting, the Committee recommendations, an all of the documents and comments considered 3
by the R C in reaching its recommendations will be made publicly available shortly after each Committee meeting; and The NRC Office Director having responsibility for implementing the proposed change in requirements will not take' action on 3
the R C recommendations until after these recommendatians have f
been made publicly available.
For new or revised regulatory guide;or changes in the Commissior. regulations, the responsible official is Mr. Robert B. Minogue, Director of the Office of Standards Development.
For other changes in reactor regulatory I
requirements (e.g., changes in the Standard Review Plan), Mr. Harold R. Denton, Director of the Office of Nuclear Reactor Regulation 3
is the responsible' official.
An appeal of a specific R C recommenoation should be directedst'o the NRC line off'cial having 7
responsibility for implementing that change.

I believe' that these changed practices, which will be followed by the staff in the future except in emergencies, will fully satisfy the purposes set i
forth in your letter and will result in more infonned decision making.
