I agree in principle with the program proposed by NRR and suggest the memorandum to the staff be revised to reflect approval by the Comission of the objectives and the general approach.
- However, recognizing that the dimensions of the program will necessarily 7
remain somewhat undefined until specific plant reviews are performed, there is a need for continued Commission involvement.
I suggest that the memorandum to staff request that the Commission be briefed or otherwise informed by the staff as to the progress being made, possible impacts on the operating reactors under review, and any changes in the program affecting either resource needs or schedule that may occur as work on the re-review effort proceeds. This procedure will provide the Commission the oppor-tunity to redirect staff priorities if needed.
While I am interested in receiving from the staff the basis for their determinations that certain safety issues are of lesser significance (item 6 of the draft memo), I believe that information of the type requested in item 5 can be::t be conveyed to individual Commissioners informally as the need arises, cc: Chairman Rowoen Commissioner Mason Commissioner Gilinsky~
