Guidance to Staff on SECY-76-545:

Systematic Evaluation of Operating Reactors The systematic evaluation program for operating reactors is a matter of the highest priority to me.

In general, I support the approach which the staff has proposed in SECY-76-545, although I have reservations as to whether the proposed level of resources to be devoted to this program, both by NRR and by licensees, is altogether necessary.

Ilowever, my primary interest at this stage is in seeing the culled generic list of significant safety. issues completed as quickly as possible.

I would therefore urge the staff to begin immediately to carry out the steps listed in Table 3,

" Topic List Development" (SECY-76-545), and to adhere to the timetable shown.

Furthermore, I would like to see, for my own information, copies of each of the interim products following:

1.

List of 118 topics developed by the Task Force (pre-sumably available now).

2.

Comprehensive list (available in 3 weeks from starting date).

3.

Culled list from which topics of " lesser safety sig-nificance" and topics that have been generally resolved have been deleted (available 4 weeks after the com-prehensive list is completed).
