SUBJECT:
INCREASING ATTEt1 TION BY COMMISSION TO ITS SAFETY ROLE I agree wholeheartedly with the general t.hruut of Commissioner Gilinsky's memorandua of December 23, that the Commission should play a larger role in setting policy in the area of technical safety issues.
While his memorandum makes specific reference to "the safety of nuclear power plants" and to " nuclear reactor safety," although in other places he does mention the " Commission's safety role," I i
recommend that the considerations be expanded to include all of the Commission's safety responsibilities, inc]uding those in the nuclear fuel cycle, and where appropriate, advanced nuclear technologies and materials (such as by-product) uses, in addition to those connected with nuclear power plants.
The Commission, itself, is in a unique posit. ion within the URC to see the full play, and requirements for balancing of technica], Icgal, social and policy aspects of safety in the development and use of the peaceful uses of nue. lear energy.
To restrict our activities so as to exclude, or to give insufficient attention to, any of these areas would decrease the effectiveness of the Commission in its role of protecting the health and safety of the American people.
