1 Your letter of November 28,1979, to Comissioner Kennedy was given to me j

for response.

A series of 8 monitoring wells will be constructed around the TMI-2 Containment Building to determine if radioactive water is leaking from the building. The licensee plans to drill the wells by January 10. 1980, and will initiate a ground water monitoring program January 15,1980. Test i

results should be available shortly thereafter. A description of the chemical cleaning of steam nerators and the chemical cleaning building is contained in the document, pSystem Description For The Once Thru Steam Generator Chemical Cleaning System" (attached). Discussions between Metropolitan Edison ami Babcock and Wilcox Company in the early 1970's at a l

time in which there was limited experience with once through steam generators, indicated that scaling of the tubes may occur, which could cause heat transfer problems. As a result of these discussions, the chemical cleaning operations and building were provided by Met-Ed. However, in the ensuing years, exper-l 1ence gained at TMI-1 indicated that steam generator perfonnance was acceptable and the heat transfer problems had not matera11 red, and it became needed to perform their original purpose. ystem and building would not be apparent to Metropolitan Edison that the s There is no extensive experience with chemical cleaning of steam generators at operating plants. Two plants did small scale experimental work to study the feasibility of chemical cleaning and one plant did some chemical cleaning prior to start up. The question of chemical cleaning.of steam ^ generators at operating plants is currently under review by the NRC.

At the time that the EPICOR-II system was originally put into operation on 1979, construction debris in the line held up processing. After October 22,ly 1% days of system venting, this blockage was cleaned and the l

approximate problem has not recurred. The EPICOR system is functioning at this time and approximately 20% of the Auxiliary Building Water has been processed. The j

0 Mrs. Leo A. Drey technology for tritium remohal is economically unfeasible for large scale operation, however, the tritium levels could be reduced to an acceptable discharge level by dilution of the discharge water.
