PROPOSED DRAFT SETTLEMENT IN CITY OF LANCASTER ET AL. V. NRC In response to your memorandum to me dated December 19, 1979, I agree with the comments you have made.
I have discussed the sub, ject of " accident generated water" with John Collins and Bob Arnold and propose the following definition for " accident generated water":
water that existed in the THI-2 Auxiliary, Fuel Hanaling, l
a.
and Containment Buildings including the Primary System as of October 13, 1979; b.
water that has a total activity of greater than luc 1/mi prior to processing except where such water is originally demineralized water and becomes contaminated by use in cleanup; c.
water that contains greater than 0.025 uCi/mi of tritium before processing; and, l
[
d.
nonaccident water used for flushing or decontamination that comingle with " accident generated water."
I likewise agree that we cannot connit on an absolute basis to no discharge of water through 1981.
It's not yet clear what is the best option for water disposal since our environmental assessment is not complete.
With regard to Item 4 in which the utility is to provide a radioactivity I
monitoring system (to be chosen by the City) for monitoring drinking water, I am concerned about the problems that would create.
If such a system is l
sensitive enough to do any good, it will likely detect medical radioisotopes duuped into the river. Then arguments will follow as to the origin of the activity.
It's likely that the NRC would be drawn into such a situa -
tion.
I would rather have the City and Commonwealth assure compliance with i

with the EPA Safe Drinking Water Standard, with perhaps an increased moni-toring frequency, as the vehicle for public protection from harm via the drinking water pathway.
