Tour letter of April 7 to President Jimmy Carter has been forwarded to me for reply. I apologize that we could not answer you sooner but, the Commis-sion and its staff have been occupied with continued support of the efforts at Three Mile Island, orders to other facilities, appearances before the President's Co= mission and various cocnittees of Congress that are investi-gating the Three Mile Island accident, and the realignment of our own resources and priorities to give immediate attention to the problems result-ing from the accident.
There was some delay in making public the situation that existed in the Three Mile Island Facility. This was pri=arily due to the fact that there was a lack of infor=ation flow out from the Three Mile Island control room where the information is gathered and recorded. Without the necessary informatier it was very difficult to assess the condition of the facility.
Therefore, there was a delay until sufficient information was available to ascertain the seriousness of the situation. Through the institution of new requirements of licensees we expect that such delays will be avoided in the future.
The only classes of claims arising out of the Three Mile Island accident that the two insurance pools-American Nuclear Insurance (ANI) and Mutual Atomic Znergy Liability Underwriters (MAELU)-have been allowed by the Federal District Court for the middle district of Pennsylvania to pay are clains for evacuation costs and lost wages incurred by pregnant women, 1
preschool age children and their families living within a five-mile radius of the Three Mile Island plant. Those persons believing that they have incurred a legitimate expense as a result of the accident should submit their claims to the insurance pools. Payment of the claims will then depend on the decision made by the court. The e1=4== should be submitted to the j
